The problem that needs to be addressed is the failure to abide by and/or enforce school rules, which has led to a very slow but systemic decline of discipline. This has led to lack of respect for the procedures that are in place. |
2. List
at least three undesirable social conditions that result from this problem:

c) rude/discourteous behavior towards peers |
