Your problem (phrase):

There is a decline in E.L.A. proficiency from grade 4 to grade 5.

Present evidence that a problem exists. Be as specific as possible and cite at least one source of data:

1. New York State E.L.A. 4^th Grade 2003 Test: out of 79 students there were 5 Level 1’s, 43 level 2’s, 24 Level 3’s and 7 level 4’s.

2. New York City CTB 5^th Grade 2004 Test: out of 88 students there were 32 Level 1’s, 34 Level 2’s, 20 Level 3’s and 2 Level 4’s.

3. Level 1 (the lowest level) rose from 6% to 36%, Level 2 declined from 54% to 39%, Level 3 declined from 30% to 23%, Level 4 (the highest level) declined from 9% to 3%.
